Empower Louisiana ENERGY STAR Appliance Rebate Program

Federal Rebate Up to $500 depending on appliance. The State of Louisiana has launched a mail-in rebate program to help residents replace old, inefficient appliances with new efficient ENERGY STAR qualified appliances.  The program will continue until funds run out.  Eligible products include refrigerators, freezers, clothes washers, dishwashers, room air conditioners, gas storage water heaters, gas tankless water heaters, electric heat pump water heaters, solar water heaters, gas furnaces, central air conditioners, air source heat pumps.  Residents must reserve their rebates online or by phone.  Residents must certify that their old appliances have been disposed of in accordance with state laws.
Empower Louisiana Home Energy Rebate Option HERO Homeowners State Rebate $2000 - $3000 The Home Energy Rebate Option offers cash rebates for home energy efficiency improvements of 30% or greater. The rebate is equal to either 20% of the cost of improvements or 20% of the value of energy saved over the useful life of the improvements, whichever is less, up to $2000. There is a program for both new and existing homes.  The program requires a home energy rating before and after installation. Please note, you cannot participate in both the HERO and the HELP program.
Empower Louisiana Home Energy Rebate Option HERO - Commercial Buildings Retrofit Program Small Businesses Federal Rebate $5000 Rebates up to $5000 are available for business owners who reduce their energy use by 10% or greater.
Energy Efficient Appliance Manufacturing Tax Credit Small Businesses Federal Tax Credit Varies The IRS offers tax credits for the manufacture of energy and water efficient appliances.
Energy Efficient Commercial Buildings Tax Deduction Small Businesses Federal Tax Deduction None Building owners can receive from $0.30 to $1.80 per square foot in corporate tax deductions.  The amount is determined by the overall reduction in energy use and the technologies used.
Energy Efficient Mortgages Homeowners Other Funding Source Loan Varies There are three types of energy efficient mortgages available, depending on the loan conditions.
Entergy Energy Efficient New Homes Programs Homeowners Other Funding Source Grant $375 New homes with energy savings that are 15% or greater over the current minimum 2006 International Energy Efficiency Code and are either NAHB Model Green Homes or ENERGY STAR Homes are eligible for a $275 incentive, up to $375 for higher levels of efficiency.

Local Other Incentive Type Can deduct surplus energy produced from bill. If alternative energy systems are installed on homes, residents are allowed credit for up to 25 KW. The credit will be deducted from the residents bill, and excess credit will be carried over indefinitely.

Federal Energy Efficiency Improvements Tax Credits Homeowners Federal Tax Credit $1500 These tax credits cover 30% of selected energy efficiency improvement costs up to $1,500.
Federal Tax Credits for Home Builders Small Businesses Federal Tax Credit $2,000 per home Contractors that build homes 50% or more efficient than 2004 IECC are eligible for up to $2,000 in tax credits.  For manufactured homes with , manufacturers are eligible for up to $1,000 in tax credits.
Hazard Mitigation Grant Program Homeowners Federal Grant $7500-$107500 depending on program. Funds are available for Road Home recipients, even if awarded a zero sum, who chose to keep their home and now want to install mitigation measures such as shutters, hurricane straps, equipment elevation, and more.  Home elevation and reconstruction is also covered.
Home Energy Loan Program or HELP Homeowners State Loan Up to $6000 at 7% interest. The Home Energy Loan Program offers low interest loans for 50% of energy efficiency improvements up to $6,000 at 7% interest. Please note, you cannot participate in both the HERO and the HELP program.  While the program appears to be functioning, with current interest rates, it is not of great assistance.
Home Star Energy Efficiency Retrofit Program Homeowners Federal Rebate Up to $3000, possibly $8000 This is a proposed federal program that would involve point-of-sale rebates, 50% rebates for select energy efficiency improvements, up to $3000, possibly $8000. The program was originally known as Cash for Caulkers.

Federal Loan Varies The US Department of Energy offers loan guarentees for projects that offer reductions in carbon, greenhouse gasses, and other air pollutants.  They focus on projects with total costs over $25 million.  Repayment is over 30 years or 90% of the project life.
Louisiana State Uniform Code Retrofits Homeowners State Tax Deduction $5000 Homeowners can receive up to $5000 in state tax deductions for 50% of any retrofit improvements done to voluntarily satisfy the state's Uniform Code and upgrade hurricane resistance.  This can also result in reduced insurance premiums.

Other Funding Source Tax Deduction Varies Owners are able to donate the facade of the structure to the Preservation Resource Center who then regulates changes to the property's exterior. Donations are tax deductible and can lower the cost of property taxes.
Property-Assessed Clean Energy (PACE)

Local Loan To be Determined The Property-Assessed Clean Energy is a program under development that will allow businesses and homeowners to finance energy improvements, including alternative energy systems, through a increase on their property tax bill. Once New Orleans establishes a Sustainable Energy Financing District, business owners will be able to take advantage of this program.  The City Council has recently chosen to establish New Orleans as a Financing District.
Qualified Energy Conservation Bonds (QECBs) Non-Profits and Public Agencies Federal Other Incentive Type Varies The IRS offers tax credit bonds to help finance energy conservation projects.  The amount varies by state based on population.
Renewable Electricity Production Tax Credit Small Businesses Federal Tax Credit First ten years of operation, some systems have limits. Federal tax credits of 1.1¢/kW to 2.1¢/kW are available for commercial energy producers.
Renewable Energy Grants Small Businesses Federal Grant $1,500 per 0.5 kW for qualified fuel cell property <br>$200 per kW for qualified microturbine property <br>50 MW for CHP property, with limitations for large systems Grants for 30% of solar PV, solar hot water (not pools), solar process heat, hybrid solar lighting, small wind turbines up to 100kw, wind energy facilities, closed-loop biomass facilities, open-loop biomass facilities, geothermal energy facilities, trash facilities, landfill gas facilities, qualified hydropower facilities, or marine and hydrokinetic renewable energy facilities are available.  All other renewable energy facilities are eligible for 10% grants.

Federal Tax Credit $500 to no maximum depending on system. State credits can be combined with the federal tax credits, which covers up to 30% of wind and solar installations. While less flexible than state credits, the combination can cover up to 80% of costs.

Rural Energy for America Program (REAP) Loan Guarantees Small Businesses Federal Loan $25,000,000 The USDA offers loan guarentees for up to $25 million for agricultural and rural businesses that seek to make energy efficiency improvements or renewable energy projects.

State Tax Credit Unlimited if broken into $25,000 systems

In Louisiana we are lucky to have the best wind and solar incentives in the nation. State tax credits are available for 50% of the first $25,000 of the cost of each system, for up to 100% of a home's energy needs. Additionally, these improvements are exempt from state property taxes. This applies to solar hot water for home and pools, solar space heating, photovoltaics, and wind power. One of the most exciting aspects of this program is the ability for any person or business to take advantage of the tax credits, opening up many additional installation and financing options to the consumer. The credit is refundable as well, so if the credit exceeds your tax burden, you get refunded the difference!
